Iluma: Transforming Lives through Collaborative Efforts

Iluma, located at 7161 Katella Avenue in Stanton, California, is a groundbreaking adaptive reuse development by Jamboree. This innovative community converts the former Stanton Inn and Suites into a permanent supportive housing community designed to serve 71 formerly homeless households. The residents include individuals earning no more than 30% of the Area Median Income (AMI) in Orange County, with 10 homes specifically reserved for those experiencing homelessness with a mental health diagnosis, supported by the County of Orange Health Care Agency.

Iluma Apartments, Clara Vista, and Aurora Vista represent a groundbreaking response to California’s housing crisis, developed simultaneously as part of Project Homekey. These three permanent supportive housing communities provide a total of 153 rental homes for individuals experiencing homelessness and earning up to 30% of the Area Median Income (AMI), with 30 apartments designated for those in greatest need: 10 apartments for individuals with significant mental disabilities and 20 for veterans experiencing homelessness. Developed concurrently from 2021-2023, these communities highlight the critical importance of leveraging innovative funding and coordinated efforts to address homelessness.

Development Highlights: The three-story building now features studio and one-bedroom units with kitchenettes, and the former motel lobby has been transformed into a vibrant community center. This center includes offices for service staff, a kitchen, a TV lounge, a conference room, and a computer room. An adjacent outdoor courtyard with seating, barbecues, and tables serves as a gathering place for residents. The architectural design, a contemporary Spanish style with a stucco exterior, enhances the overall aesthetic and community feel.

Our Partners: Iluma is made possible through a collaborative effort involving multiple stakeholders:

  • County of Orange: Provided $1,128,400 in gap financing and 71 Section 8 project-based vouchers.
  • City of Stanton: Contributed $1.2 million in grant funding.
  • California Department of Housing and Community Development (HCD): Supplied $7.9 million in Homekey funds.
  • Banner Bank: Issued a $12.4 million construction loan.
  • Century Housing: Offered a $4.5 million permanent loan.
  • Boston Financial: Invested $13.9 million in tax credit equity.

Impact on the Community: Integral to the success of these three communities is the inclusion of fully funded, ongoing supportive services – delivered with a “whatever it takes” approach – that enable residents to live in Permanent Supportive Housing (PSH) with a stable environment. Every resident will benefit from on-site support provided by Jamboree's dedicated Community Impact team within a purpose-built community building. In addition to Jamboree’s Community Impact team, our onsite partners include the VA and Homes First, who also provide essential supportive services to Veteran and MHSA households. Jamboree strives to ensure that appropriate staffing is present to support all residents.

This forward-thinking strategy not only addresses immediate housing needs but also establishes a sustainable model for long-term community support and stability. The goal of PSH is not just housing; it's about empowerment, well-being, and breaking the cycle of homelessness. It's about providing the tools and resources at the right moment to help individuals regain their independence and create a brighter, more stable future. Jamboree takes a comprehensive approach to PSH, informed by Maslow's Hierarchy of Needs, where the fundamental pillars of housing create a safe and nurturing environment. This approach acknowledges that stable housing is the foundational step upon which higher-level needs and goals are built.
